The Nigerian Senate has stated that around 85 percent of the Rivers State N1.48 trillion 2025 budget submitted by its sole administrator, retired Vice Admiral Ibok-Ete Ibas, was originally drafted by the now suspended Governor Siminalayi Fubara.
Senator Opeyemi Bamidele, the chairman of the Senate Ad-Hoc Committee on Emergency Governance in Rivers State, revealed this information on Thursday during the National Assembly during a budget defence meeting with Ibas and other important state representatives.

He said the Red Chamber had spent the last three weeks going over the budget in detail.
Bamidele added that only 15 percent of the budget was added by the current administrator to accommodate new projects.

“Our findings show that at least 85 percent of the submitted estimates were drawn up under the Fubara administration,” he said.
He further mentioned that in order to address unpaid pensions and gratuities, the Ibas has asked for an additional N50 billion in funding.
Recall that Ibas stated in early June that the Rivers state’s 2025 budget anticipated Fubara’s return, according to reports
This comes months after the state was placed under a state of emergency by the president.
