Nigeria’s oil sector is confronting significant challenges as the Nigerian National Petroleum Company Limited (NNPCL) reveals a lack of funds to refurbish its deteriorating pipeline infrastructure. Speaking at the 2024 Energy and Labour Summit, Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri, highlighted that many pipelines, some dating back to the 1960s and 1970s, pose a serious threat to the nation’s energy security.

The industry has long suffered from inefficiency, corruption, and poor management, leading to the neglect of vital infrastructure. Despite a production capacity exceeding 1.7 million barrels of crude oil daily, Nigeria struggles with effective distribution due to corroded pipelines that have become easy targets for vandalism, resulting in substantial financial losses.

Lokpobiri proposes leveraging public-private partnerships (PPPs) to address these infrastructure issues. However, attracting foreign investment remains challenging amidst concerns over political instability, inconsistent policies, and widespread corruption. Without significant improvements to the investment climate, new initiatives may struggle to succeed where previous efforts have failed.

Fuel smuggling across Nigeria’s borders exacerbates the sector’s problems. The NNPCL’s practice of importing petrol below cost inadvertently supports these illegal activities, undermining national revenue and disrupting the energy supply chain. The complicity of some security forces in these operations further highlights systemic control failures.

Supplying crude oil to domestic refineries, including the highly anticipated Dangote Refinery, presents additional obstacles. Insufficient production levels risk underutilization of these facilities, forcing continued reliance on imported refined products despite Nigeria’s abundant oil resources.

While recent increases in oil output are positive, they fall short of meeting the demands of Nigeria’s growing economy and the broader energy needs of the African continent. Supporting local refineries effectively requires concrete actions to ensure consistent feedstock supply and operational efficiency.

Nigeria’s oil industry stands at a critical juncture where revitalization is possible but dependent on substantial reforms. Essential steps include demonstrating genuine political will, prioritizing the sector’s strategic importance, eradicating corruption, and implementing transparent and efficient regulatory frameworks. Enhancing security measures to prevent pipeline vandalism and creating a stable, attractive environment for both domestic and international investors are equally crucial.

The urgency for decisive action cannot be overstated. The Nigerian government’s commitment to meaningful reforms will determine the future stability and prosperity of the country’s oil sector and overall economy.
