The federal government has earmarked N115 billion in the 2026 proposed budget for the reintegration of “transformed” ex-militants under the presidential amnesty programme.
The goal of the presidential amnesty program (PAP) is to promote sustainable development in the Niger Delta and reintegrate former agitators into society.
The service-wide vote, a division housed within the ministry of budget and economic planning, provides for the allocation, which is recorded as an ongoing project.

The amount is included in the N9.1 trillion budget that the 2026 appropriations bill allots to the Ministry of Budget and Economic Planning.
The ministry has the second largest proposed budget, according to TheCable’s analysis of the appropriations bill, with funds going to the National Bureau of Statistics (NBS), the Nigerian Institute for Economic and Social Research (NISER), the Centre for Management Development (CMD), and its headquarters.
Along with other things under the service-wide vote, such as the presidential amnesty program, the measure also provides for the federation’s budget office.

Recall that President Bola Tinubu, on December 19, 2025, presented the N58.18 trillion 2026 federal budget before the national assembly, earmarking N5.41 trillion for defence and security — about 9.3 percent of total spending.
In his presentation of the “Budget of Consolidation, Renewed Resilience and Shared Prosperity,” Tinubu stated that investment cannot prosper in the absence of security.

According to the president, the administration’s commitment to securing macroeconomic stability, boosting competitiveness, and guaranteeing that growth benefits all Nigerians is reflected in the 2026 budget.
The 2026 appropriations bill was approved by the Senate on second reading on December 23, 2025.
