Federal Government Launches Initiative to Empower Teachers with Free Data and Devices

In a groundbreaking initiative, the Federal Government of Nigeria has unveiled a programme aimed at supporting teachers with free data access and subsidised devices to enhance digital learning across the nation. The initiative, announced by the Ministry of Education on October 24, 2025, marks a significant step in improving the quality of education in Nigeria by equipping educators with the necessary tools for modern, technology-driven teaching.

The programme, which is expected to roll out in December 2025, will initially benefit 8,000 teachers across Nigeria’s six geopolitical zones. This pilot phase will run until July 2026, after which the government plans to expand the initiative to include more teachers nationwide. The goal is to equip educators with the digital skills and resources necessary for effective teaching and learning in the digital age.

Addressing the Digital Divide in Education

The new programme comes at a time when Nigerian teachers face numerous challenges in integrating technology into their teaching practices. Many teachers, especially those in rural and underserved areas, struggle with access to devices and the high cost of data for online learning. This often limits their ability to access essential educational resources, hindering their ability to deliver quality education.

Dr. Tunji Alausa, the Minister of Education, emphasised the need for such an initiative, noting that the lack of affordable devices and data was a major barrier to digital learning in Nigerian classrooms. He stated, “We know that giving teachers data without devices, or devices without data, is a short-term fix. Our aim is to provide both, ensuring that they can use digital tools effectively for their teaching and professional development.”

The initiative will provide zero-rated data bundles, which will allow teachers to access government-approved e-learning platforms without incurring data charges. The zero-rated data will cover educational resources like online lesson plans, teaching videos, and other materials essential for classroom instruction. Additionally, the programme will offer subsidised mobile devices, ensuring that teachers have the necessary hardware to engage with digital content and participate in online training.

Key Features of the Initiative

The initiative is part of the broader effort to modernise Nigeria’s education system and improve the quality of teaching through digital tools. Here are some of the main features of the programme:

  • Zero-Rated Data Access: Teachers will be able to access educational platforms and resources online without incurring any data charges. This is particularly significant for teachers in rural areas where internet connectivity is often unreliable and costly.
  • Subsidised Mobile Devices: The programme will provide teachers with subsidised mobile devices, including smartphones and tablets, to ensure that they can effectively access digital learning materials and tools.
  • Training and Professional Development: Teachers will also be offered training on how to effectively use digital tools in the classroom. This includes workshops and online tutorials to help teachers integrate technology into their teaching methods.

This combination of data access, subsidised devices, and training is designed to bridge the digital divide in education and ensure that teachers are well-equipped to deliver 21st-century learning experiences to their students.

The Road Ahead: Challenges and Expectations

While the initiative has the potential to significantly improve digital learning in Nigeria, there are challenges to its successful implementation. One of the key challenges is ensuring that the distribution of devices and data is done efficiently and transparently. The Ministry of Education has set up an Implementation Committee that will oversee the logistics of the programme, ensuring that the right teachers in the right schools are selected to participate in the initiative.

Another challenge is the quality and durability of the devices provided to teachers. The government must ensure that the mobile devices offered are of sufficient quality to handle digital teaching tools and are durable enough to withstand regular use in classroom settings. Additionally, it is important that the internet infrastructure in schools, especially in remote areas, is robust enough to support online learning.

Furthermore, while the zero-rated data will help reduce the cost of accessing educational content, the success of the initiative will also depend on the sustainability of the partnerships with telecom providers. Ensuring that these partnerships continue to offer reliable service without disruptions will be crucial to the programme’s success.

A Step Towards a Digitally Inclusive Future

This initiative is a significant step towards creating a more digitally inclusive education system in Nigeria. By providing teachers with the tools they need to integrate technology into their classrooms, the government is helping to ensure that students are better prepared for the demands of the modern world. The hope is that, with better access to digital resources, teachers will be able to provide more interactive and engaging lessons that can better prepare students for future success.

The move is also in line with the government’s broader National Digital Learning Policy, which aims to promote digital literacy among both teachers and students. By focusing on teachers first, the government recognises that educators are the backbone of the education system. Equipping teachers with the necessary tools and skills is an essential part of ensuring that students receive high-quality education, both in the classroom and online.
