Nigerian Govt Unveils New Tax Collection Policy for Small Businesses, Bans Checkpoints

The Nigerian government has announced a new tax collection framework to expand its net into small businesses.

Nigeria’s Finance Ministry X account revealed this in a statement on Wednesday.

It is anticipated that the “Presumptive Tax Framework” policy statement will simplify payment for merchants, craftspeople, and other microbusinesses.

According to him, nano and small businesses with an annual turnover of N12m and below would be exempted under the presumptive regime.

Speaking about the new method, Mr. Olusegun Adesokan, Executive Secretary of the Joint Revenue Board (JRB), stated that it forbids agents from using roadblocks to collect taxes.

Adesokan noted that the guidelines provided a uniform structure for subnational governments in taxing the commerce sector and integrating operators into the formal system through an Identification platform.

“It also bans the mounting of roadblocks for the collection of taxes.”

Speaking on his part, Minister of Finance, Wale Edun, stated that the presumptive regime is meant to provide a simple and fair system for small businesses.

He said the regulations were developed in collaboration with the Joint Revenue Board to ensure alignment across federal, state and local governments.

The minister linked the reforms to the government’s broader growth objectives, noting that economic expansion had exceeded four per cent in the last quarter of 2025 but required further acceleration.

“The objective of presumptive taxation is not to overburden small businesses, but to provide a fair, simple, and predictable framework for compliance.

“Our fiscal strategy is anchored on expanding the tax base rather than increasing rates. Inclusion drives sustainability,” the minister stated at the scheme inauguration on Tuesday in Abuja.
