Nigeria’s oil sector is poised for transformation through accelerated divestment processes and the unlocking of deepwater assets, according to industry leaders at the NOG Energy Week in Abuja.

Abdulrazaq Isa, chairman of the Independent Petroleum Producers Group (IPPG), emphasized the urgent need for quicker approval of divestment transactions involving international oil companies (IOCs) like Seplat, the Renaissance Consortium, and Oando. These transactions, he believes, can yield significant daily oil and gas production increases in the short term, with long-term projections aiming for substantial output expansions.

Isa highlighted the potential of unlocking deepwater assets, particularly in negotiating competitive fiscal regimes with major players like Shell, Total Energies, ExxonMobil, and Chevron. Such developments could lead to an additional 700,000 barrels per day of oil production in the near future, positioning Nigeria to tap into one of the world’s largest untapped deepwater resource bases.

In addition to enhancing production capabilities, Isa stressed the importance of sustaining Nigeria’s domestic refining and petrochemical capacities using locally sourced crude oil and gas. This strategy aims to transform Nigeria into a net exporter of refined petroleum and petrochemical products, thus laying a solid foundation for industrial growth.

Isa further underscored the crucial role of expanding domestic gas utilization, focusing on initiatives like Gas-to-Power and supporting gas-based industries. Addressing the current gas infrastructure deficit, he emphasized, is essential for maximizing Nigeria’s abundant gas resources to their full economic potential.

Meanwhile, Olisa Agbakoba, senior partner at Olisa Agbakoba Legal, highlighted significant revenue losses due to tax avoidance practices within the oil and gas sector, estimating an annual loss of N3 trillion. He criticized the lack of tax collection from oil rig companies by the Nigerian Maritime Administration and Safety Agency (NIMASA), underscoring the impact on government revenue streams and public service funding.

Agbakoba called for strengthened regulatory measures and technological enhancements at NIMASA to improve tax collection efficiency from oil rig operations. He advocated for stricter penalties for tax avoidance and emphasized the need for comprehensive audits to identify and rectify tax leakages effectively.

To enhance operational transparency and efficiency within Nigeria’s oil and gas sector, Agbakoba recommended completing the privatisation of the Nigerian National Petroleum Company (NNPC) Limited and clarifying regulatory roles to reduce overlap. He urged full implementation of the Petroleum Industry Act (PIA) 2021 to foster increased revenue generation and industry transparency.

By adopting these measures, Agbakoba believes Nigeria could potentially boost its oil and gas revenue by 30-40% within the next decade, contributing significantly to economic growth and development.

Inflation hit 33.95% in May 2024, driving up prices for food, energy, and transportation, and pushing numerous households to the brink of financial instability.

Rent hikes, often enacted by landlords through estate agents, have become a widespread issue. Experts at a recent real estate forum in Lagos called for state-level legislation to protect tenants from these increases, despite the challenge of balancing this with private developers’ interests.

Yemi Afolayan, a forum discussant, emphasized the need for state governments, especially in densely populated areas like Lagos, to protect renters from landlords who annually raise rents. Former Lagos Governor Babatunde Fashola also urged the state assembly to revisit the Tenancy Law of 2011 to allow landlords to collect rents on a more frequent basis, potentially alleviating financial pressure on tenants.

The cost of small family housing units in Lagos has risen over 30% in many areas, with two-bedroom apartments in suburbs like Ejigbo, Egbeda, and Ikotun-Egbe now costing between N350,000 and N400,000 per year, up from N250,000 to N300,000 in January 2023. Smaller apartments have seen similar increases.

In Enugu, rent hikes are largely driven by high demand from tertiary students. Alfred Ugwoke, a civil servant in Abakpa Nike, noted that three-bedroom apartments now cost N250,000 to N300,000 per year, compared to N200,000 to N220,000 the previous year.

Ekiti State has seen such severe rent increases that the government intervened, appealing to estate agents to consider the economic realities and ease the burden on tenants. Gboyega Oloniyo, the governor’s special adviser on mortgage and housing, criticized estate agents for leasing properties at high rates and depriving average citizens of affordable housing.

The Ekiti State government is working to improve housing availability and affordability, approving 34 hectares for the Federal Housing Authority to build affordable homes and planning other interventions. Mary Oso-Omosotso, director-general of the Office of Community Communications, stressed the need for regulations to prevent extortion by estate agents and urged cooperation to achieve the governor’s vision of shared prosperity.

As of May 2024, the National Identity Management Commission (NIMC) reported 107.34 million enrollments, leaving a gap of 40.66 million.

The extension is detailed in the World Bank’s “Restructuring Paper on a Proposed Project Restructuring of Nigeria Digital Identification for Development Project,” which rates the project as moderately satisfactory. Approved in February 2020, the project aims to increase the number of people with national IDs and has received $430 million in financing from various sources, including the International Development Association (IDA), the French Development Agency (AFD), and the European Investment Bank (EIB).

Despite the project’s disbursement rate standing at 37.37% in June 2024, delays have been attributed to critical disbursement conditions required for nationwide NIN enrollment. The World Bank predicts 85% population coverage by 2027, viewing the ID as a cornerstone of the digital economy.

To date, Nigeria has met two of three key conditions for the project’s progress: the enactment of a data protection law in June 2023 and the acceptability of the National Identity Management System (NIMS) in March 2024. The final condition, amending the NIMC Act to promote an inclusive and nondiscriminatory legal framework, is pending with the National Assembly and expected by September 2024.

Implementation delays, primarily due to prolonged approval processes and constraints related to disbursement conditions, have hindered key activities, particularly under component 2, which focuses on establishing a robust and inclusive foundational ID system. The NIMC is expanding its capacity to store 250 million NIN records, up from its current 80 million, with this update expected by March 2025.

NIMC CEO Abisoye Coker-Odusote emphasized the importance of delivering a future-proof biometric matching solution for Nigeria’s growing population. Despite criticism for data breaches and slowed enrollment rates, the NIMC aims to enhance the resilience, security, and reliability of the National Identity Management System (NIMS).

Nigeria’s money supply (M3) reached a record N99.23 trillion in May 2024, raising concerns about the naira and persistent inflationary pressure. This figure marks a 78.18% increase from N55.69 trillion in May 2023, according to the Central Bank of Nigeria (CBN). On a month-on-month basis, money supply rose by 2.33% from April 2024, and by 7.46% quarter-on-quarter from March 2024.

Economists warn that increased money supply can drive economic growth but may undermine price stability, exacerbating inflation. Despite CBN’s monetary tightening, including over N1.5 trillion in Open Market Operation (OMO) bills since Governor Olayemi Cardoso took office, inflationary pressures persist.

Ayokunle Olubunmi from Agusto Consulting attributes the rising money supply to expanded government revenue, naira depreciation, and improved oil sector performance. He notes that increased money supply could undermine CBN’s inflation control measures and heighten exchange rate pressures. The money supply is expected to rise further as banks meet new capital requirements.

Tilewa Adebajo, CEO of The CFG Advisory, points out that M3 nearing N100 trillion might explain why inflation remains high despite higher interest rates. He suggests that increased government borrowing and expenditure may contribute to the rising money supply.

CBN data shows that currency in circulation rose by 1.02% to N3.96 trillion in May 2024, while credit to the private sector increased to N74.31 trillion. Currency outside banks also saw a 2.77% rise.

Meanwhile, Aliko Dangote, addressing the Manufacturers Association of Nigeria summit, criticized high interest rates, warning that a 30% rate will stifle investment and growth. He emphasized the need for affordable financing to drive industrialization and economic growth, highlighting the manufacturing sector’s potential to address Nigeria’s foreign exchange crisis.

In an exclusive interview, Osanipin outlines his strategic plan to drive growth in Nigeria’s automotive sector. He emphasizes the importance of implementing policies and initiatives that increase employment, GDP contribution, transaction volumes, exports, and foreign exchange generation. A key focus is on developing local component parts for vehicles.

Osanipin highlights the need to elevate certain policy aspects to laws to attract and secure investments. The auto policy, updated in 2023, stands on seven pillars, including component development. The Council is engaging with component manufacturers and assemblers to address challenges such as finance, standards, quality, and production costs.

Currently, Nigeria has a vehicle assembly capacity of over 400,000 units with 35 assembly plants. However, Osanipin aims to consolidate the number of assemblers to increase output volume per plant, similar to models in Japan, Germany, and South Africa.

In five years, the NADDC aims to grow local vehicle component production to 15%, and in ten years, to 40%. Osanipin plans to leverage Nigeria’s comparative advantages, such as local foam and leather production, to achieve these targets. The Council is also engaging SMEs and building an industrial park in Nnewi to support local manufacturers and reduce production costs.

Regarding electric and compressed natural gas (CNG) vehicles, the NADDC is driving government initiatives to adopt these technologies. Osanipin mentions a presidential directive for MDAs to purchase CNG vehicles and outlines efforts to standardize and promote EV and CNG adoption.

The Council is also launching 100% solar-powered EV charging stations at universities to encourage research and innovation in EV technology.

An upcoming auto summit will bring stakeholders together to evaluate the industry’s progress, identify areas for improvement, and explore investment opportunities.

This warning was delivered by Senator George Akume, Secretary to the Government of the Federation (SGF), during a workshop organized by the Bureau for Public Service Reforms (BPSR) in collaboration with the Office of the Government of the Federation (OSGF).

The workshop, themed “Renewing Hope and Strengthening National Unity through Effective Communication and the Role of the Official Secret Acts in Maintaining Confidentiality and National Security,” highlighted the critical importance of maintaining confidentiality within government operations.
