BREAKING: Kaduna Assembly to Investigate El-Rufai Over Alleged N423bn Fraud.
The Kaduna State House of Assembly has initiated a call for security and anti-corruption agencies to investigate and prosecute the immediate past governor, Nasir El-Rufai, along with several former cabinet members, over allegations of a N423 billion fraud. This decision follows the findings of an ad-hoc committee led by Henry Zacharia, which revealed significant misappropriation and mismanagement of state funds during El-Rufai’s administration from 2015 to 2023.

- Misuse of Loans: The report highlighted that many loans obtained under El-Rufai’s administration were not used for their intended purposes. Additionally, due process was often not followed in securing these loans.
- Abuse of Office: The former governor and his cabinet members were accused of abuse of office, including awarding contracts without following due process.
- Diversion of Funds: There were allegations of diverting public funds and money laundering.
- Excessive Borrowing: The committee criticized the high level of borrowing during El-Rufai’s tenure, which has significantly increased the state’s debt burden.
Recommendations:
- Investigation and Prosecution: The committee recommended that security and anti-corruption agencies investigate and prosecute Nasir El-Rufai and other implicated officials.
- Suspensions: The report called for the immediate suspension of the Kaduna State Commissioner of Finance, Shizer Badda, and the chairman of the State Universal Basic Education Board.
- Further Investigations: The committee urged thorough investigations into key appointees from the previous administration.
Legislative Actions:
- Committee Formation: In April, a 13-member committee was inaugurated by the Kaduna State House of Assembly to scrutinize loans, grants, and project implementations during El-Rufai’s tenure.
- Speaker’s Response: Yusuf Liman, the Speaker of the Kaduna House of Assembly, confirmed that a total of N423 billion was allegedly misappropriated, leaving the state with substantial financial liabilities.
