Rivers: Sole Administrator, Ibas to defend ₦1.4tn 2025 budget before NASS
Vice Admiral Ibok-Ete Ibas, Rivers state’s sole administrator, and other important officials are scheduled to appear before the Joint National Assembly Ad Hoc Committee to Oversee Emergency Rule in Rivers State in order to defend the state’s budget of ₦1.48 trillion for 2025.
At the committee’s first meeting, held in the New Senate Wing of the National Assembly Complex in Abuja, Senator Opeyemi Bamidele of the APC, Ekiti Central, revealed this information as the Senate Ad Hoc Committee to Oversee Emergency Rule in Rivers State’s Leader and Chair.

This is according to a statement on Tuesday by the upper chamber in Abuja.
According to the statement, the Senate assured Nigerians that it was determined to ensure the people of Rivers State “are not shortchanged due to the declaration of emergency rule by President Bola Ahmed Tinubu on March 18”.

In his letter to the Senate and the House of Representatives last week, President Bola Tinubu requested their consideration and approval of a ₦1.48 trillion appropriation bill for Rivers State. He cited the state of emergency that has been in place in the oil-rich state since March 2025.

President Tinubu clarified that, if authorised, the funds will be utilised by the Emergency Rule Government of Rivers State to fund free medication distribution, education, and agriculture, among other things, in a letter read aloud by Senate President Godswill Akpabio.

According to President Tinubu, the request complies with the constitutional mandate that in cases of emergency, when the state house of assembly is suspended or non-operational, the national assembly must take over legislative responsibilities for any state.
