President Tinubu is anticipated to unveil the 2026 Appropriation Bill to a joint session of the National Assembly on Friday, December 19, 2025.
Prior to the presentation, MPs and staff are anticipated to be informed of President Tinubu’s appearance by an official notification from the Presidency that will be read on the House of Representatives floor during plenary on Thursday, December 18.
A letter dated December 17, 2025, signed by Adm. Essien Eyo Essien, the Secretary of Human Resources and Staff Development, on behalf of Kamoru Ogunlana, the Clerk to the National Assembly, gave rise to indications. Department heads and the Deputy Clerk received copies of the letter.
The letter states that President Tinubu would deliver the proposed 2026 Budget on Friday at 2:00 p.m. in his capacity as President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria.
The letter also described the day’s security and access plans, instructing all accredited individuals to report to their job stations by 11:00 a.m. because entry to the National Assembly complex will be prohibited after that time. It also cautioned those who were not accredited to avoid the complex.
Additionally, employees were instructed to park their cars at certain locations in the Annex or the new parking lot at the National Assembly Service Gate, with the exception of the Clerk, Deputy Clerk, Clerk of the House, Clerk of the Senate, and their deputies.
The annual budget presentation marks the formal transmission of the Federal Government’s fiscal proposals to the legislature for consideration and approval.
