Furthermore, the insurance regulator appointed Senior Advocate of Nigeria Dr. Muiz Banire as Receiver and Provisional Liquidator to secure assets and oversee the complete winding up of the firm.

To understand this decisive regulatory enforcement, one must look at the long-standing capitalization challenges within the domestic insurance industry. For years, low capital bases restricted local insurers from underwriting large-scale industrial risks, particularly in the oil, gas, and aviation sectors.

Consequently, regulators introduced major reforms to raise equity requirements across all operating tiers. Under the updated framework, non-life insurers had to increase capital from N3 billion to N15 billion, while life insurance firms moved from N2 billion to N10 billion.

Most notably, reinsurance institutions faced a steep capital threshold increase from N10 billion to N35 billion.

While 43 insurance operators successfully met the strict July 31, 2026 compliance deadline, Nigeria Reinsurance Corporation fell short of the mandatory threshold, leaving regulators with no choice but to initiate liquidation.

Liquidation Directives and Asset Recovery Framework

Following his official appointment as receiver, Dr. Muiz Banire confirmed that his mandate took effect immediately to prevent unauthorized asset transfers and protect policyholder interests.

According to statutory enforcement guidelines reported by local news outlets, the liquidation directives include:

  • Asset Control: The provisional liquidator holds exclusive authority to identify, recover, and secure all physical and financial assets belonging to the firm.
  • Banking Restrictions: Financial institutions are legally restricted from processing transactions involving corporate funds unless explicitly authorized by the receiver.
  • Liability Settlement: Systematic verification of corporate liabilities will ensure legitimate policy claims and creditor debts are addressed in accordance with insurance laws.
  • Public Warning: Stakeholders and financial institutions are advised that unauthorized transactions carried out without official approval will be deemed invalid.

Emphasizing his legal authority over corporate operations, Receiver Dr. Muiz Banire stated:

“Members of the public, banks, and financial institutions are hereby informed that no financial transactions should be conducted pursuant to any instruction from anyone except me. Only instructions bearing my official seal and stamp will be recognized.”
