Repositioning the Federal Mortgage Bank of Nigeria: A New Era in Affordable Housing Delivery
The Federal Mortgage Bank of Nigeria (FMBN) is undergoing a transformative phase as part of President Bola Ahmed Tinubu’s renewed focus on addressing Nigeria’s housing deficit. Since assuming office, President Tinubu has made affordable housing a key priority under his Renewed Hope Agenda, aiming to make homeownership accessible to all Nigerians. As part of this commitment, Tinubu took bold steps, including restructuring the Ministry of Works and Housing into the Ministry of Housing and Urban Development, a move designed to enhance focus on solving the country’s housing crisis.
Central to this effort is the FMBN, Nigeria’s apex mortgage institution. The FMBN plays a crucial role in ensuring that affordable housing becomes a reality for millions of Nigerians, especially those in the low- and middle-income brackets. With a new management team and strategic reforms, the bank is on track to achieve this ambitious goal.
FMBN’s New Leadership
In February 2024, President Tinubu approved a significant leadership overhaul at the FMBN, appointing Shehu Usman Osidi as Managing Director. Osidi brings over 30 years of experience in the banking and housing sectors. He is supported by an experienced team that includes Ibidapo Odijukan, the Executive Director of Finance and Corporate Services; Dr. Muhammad Sani Abdu, the Executive Director of Loans and Mortgage Services; and Chinenye Chinedu Anosike, the Executive Director of Business Development and Portfolio Management.
Each member of this new leadership team brings a unique skill set to the table. Odijukan is known for his expertise in financial strategy, while Dr. Abdu has decades of experience in housing policy. Anosike’s background in marketing, business development, and people management adds a fresh dynamic to the institution. Together, they have been tasked with reforming the FMBN and increasing its capacity to deliver affordable housing to Nigerians.
The 7-Point Agenda
Shortly after taking office, the new FMBN leadership team introduced a 7-Point Agenda designed to guide the institution’s operations and align them with the government’s housing goals. The agenda focuses on improving various aspects of the bank’s operations, including:
- Automation of Processes: Transitioning to digital platforms to streamline the application process and reduce bureaucracy.
- Cost Efficiency: Promoting cost-effective practices to ensure affordable mortgage rates.
- Credit Quality Enhancement: Improving loan quality to reduce defaults and expand access to credit.
- Project Management Improvement: Ensuring that housing projects are delivered on time and within budget.
- Partnership Expansion: Collaborating with both local and international organizations to enhance housing delivery.
- Performance Management: Strengthening internal systems to monitor and evaluate performance.
- Capacity Building: Standardizing training programs to ensure staff are equipped to meet housing demands.
The aim of this agenda is to make housing more accessible and affordable for Nigerians, particularly in the low- and middle-income brackets.
Key Milestones
Under Osidi’s leadership, the FMBN has already made significant strides. In May 2024, the bank disbursed N236.9 million in Home Renovation Loans to 299 civil servants in Kano State. Additionally, in the first quarter of 2024, FMBN disbursed over N9.92 billion in loans, bringing its total cumulative loan disbursement to N435.794 billion. The bank has also refunded N4.428 billion to 12,915 retirees from the National Housing Fund (NHF).
Further cementing its commitment to affordable housing, FMBN allocated N100 billion to provide off-taker guarantees under the Renewed Hope Cities and Estate Programme, a key component of the Tinubu administration’s housing vision. This program aims to provide mortgage loans and Rent-to-Own facilities to qualified Nigerians, helping them achieve homeownership.
Innovative Products: Diaspora Mortgage and Rental Assistance Loans
The new leadership also introduced innovative products to widen access to housing. The Diaspora Mortgage Loan Product allows Nigerians living abroad to access mortgage loans of up to N50 million at a competitive 9% interest rate per annum. This product ensures that Nigerians in the diaspora can invest in property back home, expanding the reach of the NHF.
The Rental Assistance Loan Product was designed to assist Nigerians who cannot yet afford to buy homes. Through this scheme, individuals can borrow up to N2 million annually to cover their rent, with flexible repayment terms. This product is aimed at easing the financial burden on informal sector workers, who often struggle with rent payments.
Strategic Collaborations and Partnerships
The FMBN has also expanded its partnerships to achieve its housing goals. Collaborations with organizations such as Shelter Afrique Development Bank and several state governments are helping to drive the housing vision. The bank is also working closely with institutions like Kaduna State University, the Federal Housing Authority, and the Nigerians in Diaspora Commission (NiDCOM) to promote the Diaspora Mortgage Scheme.
