    Canada’s Immigration, Refugees and Citizenship Canada (IRCC) has effectively closed the planned permanent residence (PR) pathway for caregivers residing outside the country under the Home Care Worker Immigration Pilots (HCWP).

    Although the HCWP was launched with the intention of including an international intake for both Home Support and Child Care workers, this avenue never materialized and has now been permanently discontinued.

    This decision streamlines the focus of the caregiver programs primarily to those who are already working in Canada.

    Why the International Stream Was Closed

    While IRCC has not issued a formal public explanation, available data strongly suggests the closure is a strategic decision related to managing its existing processing load and aligning with new immigration priorities:

    Massive Application Backlog: As of September 11, 2025, IRCC reported a significant inventory of 34,400 applications remaining under all caregiver pilots (including legacy programs).

    Limited Processing Capacity: The department has set a target to process only about 14% (4,816 applications) from this backlog in 2025. Given that 4,200 new permanent residents were already admitted between January and September 2025, the remaining capacity for the rest of the year is extremely limited (around 600 spots).

    Focus on Internal Transition: The closure aligns with a broader IRCC strategy to prioritize the transition of temporary residents already in Canada to permanent status. This is evidenced by:

    Recent Express Entry draws prioritizing the Canadian Experience Class (CEC).

    Federal guidance requiring provinces to dedicate 75% of their Provincial Nominee Program (PNP) nominations to candidates already working or living in Canada.
