Kano Govt places strong ban on ‘Independent Hisbah Fisabilillahi,’ declares group illegal

The Kano State Government has issued an Executive Order banning a group known as Independent Hisbah Fisabilillahi, describing it as illegal and a potential threat to public order.

Ibrahim Abdullahi-Waiyya, the Commissioner for Information and Internal Affairs, confirmed the development on Friday, saying that Governor Abba Kabir Yusuf signed the order in accordance with Section 5(2) of the Constitution, exercising his constitutional authority to uphold public order and enforce state laws.

According to Abdullahi-Waiyya, only the officially established Hisbah Board is recognised by the Kano State Hisbah Board Law as the legitimate entity with the authority to plan and carry out Hisbah Fisabilillahi activities throughout the state.

He claimed that after learning that some people were organising and mobilising people under the Independent Hisbah Fisabilillahi banner without any legal support, the authorities grew alarmed.

He further stated that the presidential order forbade such mobilisation and warned that the establishment of a rival Hisbah organisation may jeopardise the legitimacy and functions of the established Hisbah Board.

The ruling also forbids the recruiting, gathering, or training of anyone to run any unlicensed Hisbah or comparable law enforcement organisation in the state.

“The formation, promotion, or operation of any group known as Independent Hisbah Fisabilillahi, or any similar organisation, is illegal and void,” Abdullahi-Waiyya stated, adding that only the official Hisbah Board is empowered to perform Hisbah duties. He further warned that impersonation of the board’s authority, uniform, or symbols would not be tolerated.

The governor has effectively instructed the security services to look into the sponsors and organisers of the prohibited group and to immediately cease all of its operations, the commissioner revealed.

Additionally, he warned the public that it is against state law to join, support, or assist the group.

Abdullahi-Waiyya went on to say that those who disobey the order could face prosecution for charges like impersonation, unlawful assembly, and creating an unauthorised enforcement group.

He stated that the Kano State Government will publicly gazette the executive order, which has immediate effect.
