Nigeria stands on the brink of a transformative leap in telecommunications as the Nigerian Communications Commission (NCC) asserts the country is virtually set for the launch of 5G services. With strategic frameworks and technical groundwork largely complete, Abuja is preparing to usher in a new era of ultra‑fast connectivity that promises to reshape digital engagement nationwide.

NCC Signals Completion of Core Infrastructure

During recent stakeholder briefings and public communications, the NCC’s Executive Vice-Chairman, Dr Aminu Maida, reaffirmed that Nigeria is nearing full implementation readiness. Back in 2021, predecessor Prof. Umar Danbatta stated that deployment readiness had reached 97 percent, including spectrum allocation mechanisms and auction planning. More recently, Nigerian telecoms regulators have moved to finalise spectrum licensing and policy frameworks to support a planned roll-out in the coming months.

Regulatory Progress and Broadband Ambitions

Nigeria’s National Broadband Plan 2020–2025 charts ambitious targets: achieving 70 percent broadband penetration and 90 percent 4G/5G population coverage by 2025 . While current figures fall short of targets, regulators and policymakers believe the finishing touches to the legal and governance environment are in place. The International Telecommunication Union (ITU) rated Nigeria at approximately 71 percent maturity across policy and governance readiness, landing it among Africa’s top seven nations in 5G preparedness.

A comprehensive revision of the Nigerian Communications Act (2003) is underway. This update is designed to accommodate emerging technologies such as 5G, AI, IoT, and blockchain; strengthen consumer protection; modernise regulatory roles; and ease infrastructure deployment obstacles. Key reforms under consideration include streamlined Right‑of‑Way (RoW) processes, cybersecurity frameworks, and facilitation of infrastructure sharing—all critical enablers for scalable roll-out.

Published Licences and Operator Readiness

The NCC has officially awarded 5G licences to telecom operators including MTN Nigeria, Airtel Nigeria, and Mafab Communications. MTN spearheaded commercial 5G launches in late 2022 across key cities like Lagos, Abuja, Port Harcourt, Ibadan, Kano, Owerri, and Maiduguri . Airtel followed in 2023 with deployments planned for national expansion.

Realities of Adoption: Uptake Still Modest

Despite the rollout, actual 5G adoption remains low. As of May 2025, NCC data put 5G penetration at just 2.7 percent of mobile subscribers, up from around 1.2 percent one year earlier. As of January 2025, 5G subscriptions accounted for approximately 2.54 percent  and had reached about 2.81 percent by April 2025.

Driving usage is largely confined to industries such as banks, hospitals, and high-tech firms, where low-latency and high throughput are strategic advantages. The broader mass market remains largely reliant on 4G, which recorded penetration of around 47 percent as of early 2025.

Key Barriers to Broader Adoption

Several structural and economic constraints are slowing down broader uptake:

  • Device Affordability: The high cost of 5G-ready smartphones remains a major hurdle for widespread consumer access .
  • Economic Headwinds: The devaluation of the naira and rising input costs for operators have hindered network investment.
  • Infrastructure Challenges: Persistent vandalism and security issues continue to disrupt tower deployment and maintenance.
  • Low Awareness: Many mobile consumers remain unaware of the tangible benefits of 5G beyond faster speeds.
  • Policy Bottlenecks: Slow grant of RoW and fibre approvals, multiple taxes, and regulatory overlap continue to impose delays.

Economic Measures Bolster Telecom Investment

In January 2025, the NCC approved a 50 percent tariff hike for mobile operators—the first such adjustment in over a decade. Regulators and industry bodies projected that this measure would unlock over US$150 million in additional investment, expand 4G coverage to 94 percent, and extend broadband access to 9 million more Nigerians, especially in underserved zones.

This funding boost is expected to improve both 4G and 5G infrastructure, laying the groundwork for expanded future deployment.

Skills, Test Beds, and Local Capacity

Beyond infrastructure, the NCC has entered strategic partnerships to cultivate local talent and support innovation. In collaboration with Nokia Solutions and Networks Nigeria, the regulator is building 4G/5G test laboratories in its Digital Parks across the country. These centres will host training programmes targeting young Nigerians in advanced radio, transmission, and telecom operations technologies.

The initiative includes an Entrepreneurship Learning Programme supporting 200 youths selected across Nigeria’s six geopolitical zones, aiming to nurture skilled professionals who can support a thriving telecom ecosystem.

Roadmap to Achieving 2025 Targets

As Nigeria races toward its 2025 broadband goals, several interlocking strategies are underway:

  1. Finalizing spectrum auctions for additional bandwidth, particularly in the 3.5 GHz band.
  2. Updating telecom law, including RoW reforms and clearer digital‑era governance.
  3. Mobilising investments via regulated tariff adjustments and improved security for infrastructure.
  4. Encouraging operators to share infrastructure assets (towers, fibre, power) to reduce costs.
  5. Boosting consumer awareness through nationwide campaigns, demystifying the advantages of 5G.
  6. Promoting device affordability, including incentives for low-cost manufacturers and import facilitation.

What Lies Ahead

By mid‑2025, Nigeria may be on the cusp ofa dramatic acceleration in digital infrastructure. While 5G penetration remains under 3 percent, initial readiness indicators—including spectrum, licences, policy reform, funding, and skills training—appear largely in place. The remaining challenge is execution: improving affordability, tackling vandalism, and raising awareness.

If these elements coalesce, Nigeria could soon unlock the transformative potential of 5G, unlocking faster data speeds, lower latency, and more robust connectivity for businesses and consumers alike. This digital inflexion point may host innovations in health, education, agriculture, and smart city development, driving growth and reinforcing Nigeria’s position as a continental ICT leader.
