Why Nigeria Is Building a National Tertiary Education Ranking Framework

Nigeria is officially reforming how higher education institutions measure performance. The Federal Government announced plans to establish a national tertiary education ranking framework designed to improve academic accountability, boost research capacity, and strengthen local institutions.

According to Minister of Education Dr. Tunji Alausa, participation in this national assessment will now be mandatory for all public and private universities, polytechnics, and colleges of education across the country.

Backstory: Moving Beyond Global Metrics to Address Local Realities

For years, Nigerian higher education leaders faced a recurring dilemma. Global rating systems like Times Higher Education often evaluated African institutions using criteria that favored wealthy, foreign universities. Local parameters—such as community impact, regional vocational needs, and local industrial integration—were frequently overlooked.

Recognizing these gaps, the Ministry of Education transformed the Nigerian Universities Ranking Advisory Committee (NURAC) into the expanded Nigerian Tertiary Education Ranking Advisory Committee (NTERAC). Led by Emeritus Professor Peter Okebukola, former Executive Secretary of the National Universities Commission (NUC), the committee now oversees polytechnics and colleges of education alongside universities.

  • 2021–2023: Initial NUC advisory panels recommended structured local metrics to better reflect domestic educational needs.
  • 2024–2025: Over N1 trillion was injected into higher education infrastructure, including student hostels and engineering laboratories funded through the Tertiary Education Trust Fund (TETFund).
  • September 2026: The official launch of the expanded national ranking framework for the 2026/2027 academic session.

Strengthening Performance and Institutional Data Integration

The national ranking framework will integrate directly into the Nigeria Education Data Initiative (NEDI) platform. This integration establishes a centralized database that allows policymakers, students, and institutional leaders to track performance benchmarks transparently.

“These rankings are important, but we also need a system that understands our own institutions, our environment, and our priorities. That is what we are building,” stated Dr. Tunji Alausa during his announcement in Abuja.

Minister of State for Education, Professor Suwaiba Sa’id Ahmad, added that creating healthy competition among institutions will help leadership teams identify performance gaps and raise instructional standards nationwide.

Preparing Nigerian Graduates for Global Opportunities

This policy initiative complements broader national workforce development programs, including the federal “Hire from Nigeria” initiative. By establishing standardized performance criteria across all tertiary tiers, government officials aim to elevate graduate competitiveness globally.

As reported by Nairametrics, TETFund will provide the necessary funding and guidelines to support the rollout. By combining institutional capacity building with clear national benchmarks, Nigeria is positioning its higher education system to deliver measurable, real-world value.
