Sovereign securities continue to dominate fixed-income activity as government debt listings on NGX accounted for 80 percent of all new and supplementary listings in the first nine months of 2026.

According to the latest X-Compliance Report published by Nigerian Exchange Regulation (NGX RegCo), public debt issuances contributed N11.08 trillion to the market’s total N13.86 trillion in added listings. Furthermore, Federal Government instruments represented the largest single category, absorbing the vast majority of fixed-income investor capital.

Backstory: Expanding Deficits and Reopened Sovereign Bond Auctions
To understand why public borrowing commands such a massive footprint today, we must examine how fiscal deficits widened through 2026. Facing expanded budget obligations, federal authorities increased the national annual borrowing target to N29.20 trillion to finance an expanded fiscal deficit of N31.46 trillion.
Consequently, the Debt Management Office routinely reopened benchmark instruments—such as the 15.45% FGN June 2038 bond—to absorb institutional liquidity. Additionally, sub-national governments entered the capital market, with Lagos State listing N244.815 billion across conventional and green bond tranches. While public debt additions reached N11.08 trillion, corporate issuers accounted for the remaining N2.78 trillion in equity rights issues and private debt placements.
