Iran has submitted a nuclear proposal to the United States via Qatari mediators, which Tehran will review only after Washington satisfies seven specific conditions, according to a senior Iranian official speaking to Reuters on Thursday.
The official, who requested anonymity, noted that the U.S. is evaluating the submission but declined to provide further details.
Mediators have intensified efforts to resolve the U.S.–Iran conflict amid rising fears of renewed hostilities, following President Trump’s refusal on Tuesday to rule out a resumption of military operations after the U.S. midterm elections and Iran’s warnings of a broader response should combat resume.
During a visit to Russia earlier on Thursday, top Iranian security official Mohsen Rezaei declared that Tehran has outlined seven specific requirements for Washington regarding diplomatic engagement. He stated that Iran will neither enter negotiations nor reopen the Strait of Hormuz until the United States satisfies all seven conditions.
While Iran’s demands include the easing of U.S. sanctions, the unfreezing of blocked Iranian assets, and war reparations, Washington has insisted that any preliminary talks must encompass nuclear issues.

Backstory…
Iran’s latest proposal comes amid renewed efforts to end the war with the United States and prevent another round of military strikes. T
he conflict began on February 28, 2026, when US and Israeli forces attacked Iran, prompting retaliatory strikes against Israel and Gulf countries hosting American military bases. Qatar has since played a key mediating role, alongside other regional countries, in efforts to bring both sides back to negotiations.

Previous diplomatic efforts have struggled over Iran’s nuclear programme, US sanctions and security demands. Washington insists that restrictions on Tehran’s nuclear activities must form part of any agreement, while Iran has demanded sanctions relief, the release of frozen assets and compensation for wartime damage.
