Minority Leader Protests Sacking of Five Kano Emirs, Stages Walk-Out.

Opposition members of the Kano State House of Assembly, led by Minority Whip Alhaji Ayuba Labaran (Kabo-APC), have opposed the move to sack five emirs. Labaran staged a walk-out from the chamber in protest on Thursday, criticizing the decision as being driven by “selfish interest.” He argued that the previous administration created the new emirates to promote unity and development.

The assembly had earlier repealed the Kano Emirates Council Law 2019, which had established the Bichi, Gaya, Karaye, and Rano emirates. This law was repealed during a special plenary session presided over by Speaker Jibril Falgore. The repeal was carried out under Order Seven Rule 3 (A) of the House, with Clerk Alhaji Bashir Diso directed to conduct the third reading of the bill to repeal the law.

Deputy Speaker Muhammad Butu-Butu supported the repeal, asserting that it would restore Kano’s lost glory. He claimed that the division of the Kano Emirate into five emirates had undermined the capacity and dignity of the state. Majority Leader Lawan Hussaini echoed this sentiment, stating that the Emirate Council, as a custodian of Kano’s culture, was distorted by the creation of additional emirates.

The assembly’s decision means that once the law is amended, the five emirate councils will be abolished, with the Commissioner for Local Government overseeing the dissolved emirates’ activities. This decision is to be communicated to Governor Abba Yusuf for his assent.

The creation of the five new emirates was first approved by former Governor Abdullahi Ganduje on December 5, 2019. Ganduje signed amendments to the law on October 14, 2020, and April 11, 2023. According to Section 3(1) of the law, the five distinct emirates—Kano, Bichi, Rano, Gaya, and Karaye—each had specific jurisdictions over different local government areas, with Kano and Karaye overseeing eight local governments each, Bichi and Gaya overseeing nine each, and Rano overseeing ten out of the state’s 44 local councils
