About 22 states in Nigeria, including the Federal Government, have allocated N6.131 trillion of their 2025 budgets to the education sector.
However, the amount allocated is not up to 10% of the total 2025 budget, which is about N66.111 trillion to be spent. Even at that, the percentage is far below the recommended allocations from Nigeria’s educational policy, the World Bank, and the United Nations Educational Scientific and Cultural Organisation (UNESCO).
Nigeria’s National Policy on Education and UNESCO state that nothing less than 26% of the total federation and state budget should be allocated to the educational sector. While the World Bank recommends between 20 and 30% of the total budget.
Among the 22 states, only four—Enugu (32.99%), Kano (31%), Jigawa (26.4%), and Kaduna (26.14%)—met UNESCO and Nigeria’s 26% National Policy recommendation for educational budget allocation.
Meanwhile, Abia (20%), Nasarawa (20.43%), Oyo (21.4%), and Sokoto (25%) met the World Bank’s 20% minimum recommendation for educational budget allocation.
Lagos, Bayelsa, Delta, and the FG all had budget allocations less than 8% for education.
