Siminalayi Fubara has submitted the 2026–2028 Medium-Term Expenditure Framework (MTEF) to the Rivers State House of Assembly.
The Speaker of the House, Martin Chike Amaewhule, announced the submission during an emergency plenary session held on Thursday, where he read the governor’s letter conveying the three-year fiscal plan.
The session marked the Assembly’s first plenary in over three months, following its last sitting where lawmakers screened commissioner nominees sent by the governor.
Before that, the House had met on January 8, when it began impeachment proceedings against Fubara before adjourning and not returning on its scheduled January 15 date.
At the close of Thursday’s sitting, lawmakers postponed deliberation on the MTEF to a later date.

The latest move by the governor is seen as part of efforts to keep the state’s fiscal planning on track despite the lingering political standoff and uncertainty over relations between the executive and legislative arms.
