Nigeria is moving to reshape the way science, technology, engineering and mathematics are taught in its universities, as the National Universities Commission (NUC) advances a new national strategy aimed at making higher education more practical, innovative and connected to the needs of the economy.
The proposed National STEM Transformation Strategy for Higher Education is designed as a long-term framework for improving STEM education across the Nigerian university system. It is expected to address some of the persistent challenges facing university education, including outdated curricula, inadequate practical training, weak university-industry relationships and the difficulty many graduates face when transitioning from school to employment.
The latest stage of the process came after stakeholders from government, academia, industry and development organisations gathered in Abuja on July 27, 2026, to review the draft strategy. The NUC published its official account of the meeting on August 6.
The development has since attracted wider attention, with reports published in Nigerian newspapers including The Sun and Nigerian Tribune in August.

What Nigeria’s New STEM Strategy Will Focus On
At the centre of the proposed strategy is a desire to move Nigerian university education beyond classroom theory.
According to the NUC, universities need to produce graduates who can apply what they learn to real problems in healthcare, technology, industry and other sectors of the economy. The commission identified areas such as artificial intelligence, robotics, biotechnology, advanced manufacturing and renewable energy as examples of technologies that will increasingly shape Nigeria’s development.
The proposed framework is expected to cover areas including curriculum modernisation, digital infrastructure, faculty development, research, innovation, industry collaboration, research commercialisation, quality assurance and sustainable financing.
This is particularly important at a time when employers are looking for workers with practical digital and technical abilities. The NUC has previously acknowledged concerns about a mismatch between the skills produced by universities and the competencies demanded by the labour market.
Its Labour Market Observatory initiative was created to improve the collection and use of employment data so universities can better understand the skills the economy requires and use that information when reviewing academic programmes.
The new STEM strategy is also expected to promote greater participation by women in science and technology fields, while selected universities could serve as pilot institutions for implementation.

Back Story: How the NUC’s STEM Plan Started
The current strategy has been in development for several months.
On February 25, 2026, the NUC inaugurated a committee responsible for developing a STEM Transformation Strategy for the Nigerian University System under the Blueprint ICT-Dev Project, which is supported by the Agence Française de Développement, AFD.
The committee was given a broad mandate. In addition to developing a medium- to long-term STEM plan, it was asked to encourage female participation, establish a Labour Market Observatory, consider universities for pilot implementation, and monitor the eventual execution of the strategy.
The initiative also connects with a wider digital transformation programme involving Nigeria and France. The NUC and AFD launched the €38 million Blueprint ICT-Dev Project in 2025 to strengthen digital infrastructure and ICT capacity in selected federal universities.
Ten universities are currently involved in the ICT development pilot, including the University of Ibadan, University of Nigeria, Nsukka, Bayero University, Kano, University of Jos, University of Calabar and Obafemi Awolowo University. The NUC says lessons from the pilot will help guide any wider expansion across the university system.
What the STEM Strategy Could Mean for Nigerian Students
For Nigerian students, the real value of the strategy will ultimately depend on what changes they experience on campus.
A successful implementation could mean better laboratories, stronger digital learning facilities, improved research opportunities, more exposure to industry and academic programmes that reflect the technologies employers and businesses increasingly need.
It could also help universities become more active participants in innovation rather than institutions focused mainly on awarding degrees.
That ambition is reflected in the NUC’s broader objective of making Nigerian universities stronger centres for research, innovation, entrepreneurship and problem-solving. The commission has stressed that Nigerian institutions should measure themselves against international standards and participate more actively in global knowledge exchange.
However, developing the strategy is only the beginning. Nigeria will still have to confront the practical issues that have affected many education reforms in the past, especially funding, infrastructure, staff capacity, implementation and accountability.
The NUC is now expected to consider recommendations from the stakeholder review before the draft strategy is finalised and taken forward for further peer review.
For a country seeking to diversify its economy and create opportunities for a young population, the direction is significant. The question now is whether Nigeria can turn the proposed STEM transformation from a policy document into visible changes in universities, laboratories, research centres and the careers of the students passing through them.
