The African Democratic Congress (ADC) has rolled out its manifesto ahead of the 2027 elections, promising a living wage, independent electoral management, and a production-driven economy.

Former Director-General of the Progressive Governors Forum (PGF), Salihu Lukman, outlined the party’s policy priorities in a statement issued in Abuja on Friday.

Lukman said the party’s national conference on April 14, 2026, endorsed the manifesto and policy ideas.

A committee led by former All Progressives Congress (APC) National Chairman John Odigie-Oyegun drafted the document, “ADC and New Framework of Electoral Campaign,” with political economy professor Pat Utomi serving as deputy chairman.

According to Lukman, the manifesto is based on three pillars: humane policy execution, structural improvements, and citizen-focused government.

According to the chieftain, the party has also developed policy solutions to challenges such as unemployment, inflation, exchange-rate management, and subsidy removal.

In addition, the manifesto covers agriculture, the economy, energy, the environment, mineral resources, foreign policy, governance and the rule of law, health, human capital and social protection, productivity and industrialisation, infrastructure and transportation, and security.

He further added that the party intends to promote preventive healthcare and establish a state of urgency in education.

In terms of security, Lukman stated that the party plans to run a framework built on regional cooperation, national coordination, state-level prevention, and local intelligence.

According to Lukman, the party’s economic programme seeks to move Nigeria from an oil-dependent, consumption-driven economy to one built on production.

He said the party also plans to prioritise regional value chains that link manufacturing, services, technology, logistics, and agriculture.

Meanwhile, ahead of the 2027 elections, he said the opposition coalition remains committed to establishing a measurable governance framework.
