The Federal Government has earmarked N1.371 billion in the 2026 appropriation bill to the Federal Ministry of Justice for prosecution of Boko Haram, terrorism, and related cases, marking a sharp increase from the N530 million approved for similar matters in 2025.
Sources noted that the 2026 provision was taken from the Appropriations Bill (Details) because President Bola Tinubu’s recently signed 2026 budget had not yet been fully disclosed by the Federation’s Budget Office.
Recall that Tinubu approved a budget of N68.32 trillion for the fiscal year on Friday by signing the 2026 Appropriations Bill into law.

According to analysis, the security allocation amounts to roughly 7.9% of the N68.32 trillion budget.
Capital investment is also given top priority in the expenditure plan, with infrastructure and development projects accounting for over half of the budget.
The amount allotted for the prosecution of terrorists increased by almost 159% year over year, according to a comparison of the two fiscal papers for 2025 and 2026.

In the 2026 proposal, the line item is listed as “BOKO HARAM, TERRORISM AND RELATED CASES” with a provision of N1.371bn, while in the 2025 Appropriation Act, it appeared as “MANAGEMENT OF TERRORISM RELATED CASES/ISSUES” with an allocation of N530m.
Additional investigation reveals that a greater portion of the ministry’s capital expenditures are going toward the terrorism-related provision.
The proposed N1.371 billion for 2026 is roughly 14.1% of the N9.725 billion total capital investment for the Federal Ministry of Justice headquarters.
Meanwhile, the N530 million authorised in 2025 was roughly 7.9% of the N6.750 billion capital budget for the headquarters.
The overall budget for the ministry’s headquarters also increased within the period.
Highest ranking among the major spending items
The Federal Ministry of Justice headquarters received a total budget of N19.861 billion in 2025, which was divided between N5.611 billion for staff, N7.500 billion for overhead, and N6.750 billion for capital expenditures.

With N3.461 billion for staff, N10.500 billion for overhead, and N9.725 billion for capital expenditures, the headquarters budget increased to N23.685 billion in the 2026 plan.
This shows that the headquarters’ overall budget increased by around N3.825 billion, or 19.3%, year over year.
A detailed examination of the components of capital expenditures reveals that, at the headquarters level in 2026, the allocation connected to terrorism is one of the biggest spending items.
