African Development Bank Begins Assessment for Lagos Green Line Rail

Securing international funding for major urban transport systems requires passing detailed project evaluations. In a major step forward for urban mobility, the Lagos Metropolitan Area Transport Authority confirmed that the African Development Bank has formally started its appraisal process for Lagos Green Line rail funding.

The technical evaluation began after multilateral delegation visits to assess the state’s transport infrastructure.

With formal review procedures now underway, project leads expect the appraisal process to pave the way for final board approval and capital release from international lenders.

The Backstory of Urban Mass Transit in Lagos

To understand why this appraisal matters, one must look at the immense traffic challenges facing Nigeria’s commercial capital. Home to over 20 million residents, Lagos has long suffered from chronic gridlock, particularly along the rapidly expanding Lekki-Epe corridor.

To address these mobility bottlenecks, state authorities developed the Strategic Transport Master Plan under Abimbola Akinajo, Managing Director of the transport agency.

Following the successful launch of both the Blue Line and Red Line metro networks, attention turned toward the ambitious Green Line. Once completed, this 68-kilometer electrified metro line will connect the Marina business district directly to the Lekki Free Zone.

Technical Feasibility and Federal Counterpart Support

The Green Line project carries an estimated development cost of $3 billion. The transit network will feature 17 planned stations, running on a combination of elevated and ground-level tracks.

The system will deploy eight-car train sets capable of reaching speeds of 100 kilometers per hour. Moving up to 35,000 passengers per hour in each direction, the line aims to slash commute times across high-density residential and commercial hubs.

Crucially, federal authorities are providing strong institutional support. According to an official project assessment published by Construction Review, the Federal Government allocated N102.3 billion in counterpart funding within the national budget to support the first phase of construction.

Driving Regional Commerce and Environmental Growth

Beyond reducing daily highway traffic, the Green Line will serve as an economic lifeline for key commercial centers, including Victoria Island, Lekki, and Ajah.

By transitioning thousands of daily commuters from petrol-powered buses to electrified rail, the system will significantly lower urban carbon emissions.

Ultimately, securing international development financing through the current appraisal process ensures that Lagos continues to build a modern, sustainable mass transit network capable of powering West Africa’s largest economy.
