Visa Restrictions Threaten Single African Air Travel Market.
The Single African Air Travel Market (SAATM), an ambitious initiative aimed at seamless air connectivity across Africa, faces significant hurdles due to persistent visa restrictions. Despite 34 African countries ratifying the SAATM agreement, these restrictions continue to impede the full realization of its benefits.
Reasons Behind Visa Restrictions
Visa restrictions across Africa stem from various factors, including diplomatic concerns, security considerations, and efforts to control illegal immigration. Common issues leading to visa rejections include incomplete applications, insufficient funds, and invalid passports.
Impact on SAATM
Aviation and travel experts emphasize the adverse effects of visa restrictions on SAATM. According to the Africa Visa Openness Index 2023, only four African countries—Rwanda, Benin, The Gambia, and Seychelles—have eliminated all visa requirements for African travelers. In contrast, visas are still required for 46 percent of intra-African travel.
Sidney Foster, an aviation analyst, highlighted that unequal visa regimes limit the benefits of SAATM, making it easier for non-Africans to travel within the continent than for Africans themselves. Tony Ukachukwu, founder of Aviators Africa, noted the economic implications, arguing that requiring visas for Africans to visit other African countries stifles growth in travel, tourism, and trade.
Calls for Change
Experts call for strengthening immigration and security systems while reducing visa barriers to promote travel, tourism, and trade. Ukachukwu pointed out Rwanda’s model of removing visa requirements for all African countries as an example to follow. He stressed that visa restrictions should not be the go-to solution for economic development but rather a focus on lowering barriers and enhancing security.
Progress and Challenges
While some progress has been made, challenges remain. Allen Onyema, CEO of Air Peace, called for addressing exorbitant airport charges and ensuring fair treatment of African airlines to fully realize SAATM’s benefits. Namibian High Commissioner Humphery Geiseb emphasized the importance of collective efforts among African leaders to support seamless intra-continental travel.
Optimism for the Future
Despite the challenges, there is optimism for change. Susan Akporiaye, national president of the National Association of Nigerian Travel Agencies (NANTA), highlighted the need for innovative solutions to unlock economic potential in the travel industry. Ukachukwu called on the Nigerian government to lead by example with a free-visa policy for Africans visiting Nigeria, promoting intra-African tourism and trade.
